AS A NATURAL-BORN LEADER OF THE UNIVERSITY AND LEGAL REPRESENTATIVE, THE RECTOR HAS THE THE FOLLOWING RESPONSIBILITIES:

 
  1. To administer the university patrimony, and to develop and apply the budget of income and expenditure.
  2. To freely appoint and remove the Secretary-General, the Directors-General, School Directors, Faculties, Institutes, and other Heads of Administrative Departments.
  3. To appoint the Treasurer with the ratification of the University Council.Nombrar al Tesorero con la ratificación del Consejo Universitario.
  4. To issue the appointments of the personnel recruited to work at the service of the University.
  5. To establish the selection mechanisms for recruiting the administrative personnel.
  6. To appoint the professors, researchers, and other academic staff to work at the service of the University, defining the terms of admission, promotion, and permanence according to the interests of the institution.
  7. To determine the positions of trust, as provided by the Federal Labour Act.
  8. To appoint and and remove the positions of trust from the University.
  9. To apply disciplinary measures to the employees, officials, and students under the terms established by the corresponding regulation.
  10. To promote before the University Council, the management that tends to a better structure and function of the University.
  11. To preside the Technical Council meetings of the schools, faculties, and institutes when he deems desirable.
  12. To propose, for the consideration of the University Council, the curricula and study programs of each school and faculty that comprises the University.
  13. To propose, for the consideration of the University Council, the creation of new careers.
  14. To implement new policies for the improvement of the academic, administrative, research, cultural dissemination, university extension, patrimonial, and organization areas of the University.
  15. To create the technical and administrative bodies required to direct the general work of the University.
  16. To conduct the official relations with the federal, state, and municipal government, as well as other authorities; and to increase the relations with the institutions and scientific and cultural bodies within and outside the country.
  17. To issue and sign, in conjunction with the Secretary-General, the certificates, diplomas, and degree certificates to be granted by the University in order to comply with the studies conducted in it or obtaining a university degree.
  18. To veto the agreements of the University Council. The immediate effect of the veto is to renew the consideration of the matter at the next sitting, in which there will be discussed the agreements with regard to the veto, requiring the 75% of the votes from the councillors for its final approval and its enforcement by the Rector.
  19. To appoint the representative of the University before the Local Conciliation and Arbitration Board.
  20. To monitor the accounting of the University and to sign, jointly with the Treasurer, the documents and other credit titles that may be necessary to conduct the disbursements envisaged in the expenditure budget in force.
  21. To convene the University Council to sessions.
  22. To agree on the basic guidelines for the administration of the students in the different areas of the University.
  23. To grant all sorts of general and special powers for lawsuits and collections, as well as for administrative acts.
  24. The Rector shall be the sole authority entitled to propose to the University Council the granting of honorary titles to people or institutions distinguished for their service to society.
