Definition

University officials are those people who the Rector has granted the trust, expressly, in order to occupy an executive position, with the attributions and obligations inherent to said position.


The university officials are obligated, in performing their position, function or commission, to behave, themselves under the principles of legality, integrity, impartiality, efficiency, and other values appropriate to university service, as established by its laws, its regulations and university normativity.

 


Obligations

University officials are obligated to:

  • Fulfil all functions entrusted to them and refrain from any act or omission which may cause the suspension or deficiency of said functions or may imply abuse or an undue exercise of authority.
  • Formulate and execute the plans, programs, and budgets which correspond to their competence.
  • Perform activities according to the position, exclusively within the corresponding time period.
  • Use the funds and the faculties designated, exclusively for performing the functions of the institution in their care.
  • Inform on the exercise of functions he was entrusted with and contribute rendering accounts of the University of Colima, giving the Rector’s office or related bodies, the information and documents which are required under the terms that university normativity may establish.
  • Keep custody of the information and documents that, due to the official’s functions, position or commission, may become their responsibility; which prevents the subtraction, destruction, concealment or disablement of said documents.
  • Keep good conduct within the position or commission granted, treating people with respect, diligence, impartiality, and integrity.
  • Communicate the reasonable doubts produced by the orders received which may imply violations to the law, the regulations or any other normative disposition, in order to receive the instructions which proceed.
  • Due to their commission, excuse themselves from intervening in the processing or resolution of affairs in which there may be a personal, family or business interest, including those by which they, their couple, blood relatives to the fourth degree, civil relatives, as well as third parties with which they may have professional, work, or business relations, for associates or societies in which the official or dependable personnel may be a part of.
  • During the fulfillment of their functions, they must abstain from asking for, accepting or receiving money, themselves or by way of another person, movable or immovable property by way of sale at a notably lower price than the one in the common market, donations, services, charges, or commissions for themselves or for the people referred to in the past section of this article, which may proceed from any natural or legal person whose professional, commercial, or industrial activities may be directly related to their functions or be legally disqualified.
  • Abstain from inhibiting, themselves or by way of a third person, any complainer with the intention of avoiding a complaint or performing, do to this, any act or omission that may redound in detriment of the best interests of those opting for this form.
  • Deliver all the information, documents, files, books, devices, furnishings under their care, at the end of their administration.
